Governor Susan A. Yap came from a family dedicated to public service. The daughter of esteemed governor and legislator, the late Jose A. Yap, Governor Susan inherited an unrivaled legacy of integrity and renowned achievement of uplifting the life of every Tarlaqueño.

Motivated to establish a province that has a progressive, sustainable and inclusive economy, Governor Yap seeks to empower the Tarlaqueños through livelihood programs that provide alternatives to traditionally agriculture-based sources of income. Gov. Yap’s goal is for inclusive growth, that no Tarlaqueño is left behind, characterized by the people’s participation in good governance, responsible leadership, and sustainable development, and full opportunity for all. She commits to continue and improve the “Sulong Tarlac” program of her brother, former Gov. Victor Yap, which consists of Edukasyon Muna (Education first), Kalusugan Muna (Health first), Pagkain Muna (Food first) and Trabaho Muna (Employment first). These four key pillars concretized the foundation of the governor’s commitment towards public service, focusing on the most vulnerable sectors of the province. The vision of Gov. Yap is to ensure that food security is achieved, basic health service is delivered, livelihood and skills training are provided, education is made more accessible while making sure that the environment is well taken care of.

Governor Yap is a former lawmaker. During her two consecutive terms as Representative of the Second District of Tarlac from 2010-2016, she was one of the most productive members of the House of Representatives. She authored and co-authored a total of 63 laws. She was known as a child-rights advocate for pushing laws such as: the Children in Emergencies Protection and Relief Act, Children’s Safety in Motorcycles, Foster Care Act, the Mandatory Infants and Children Health Immunization Act, and the National Children’s Month Act. She also authored the following ground-breaking laws on Information and Communications Technology: Cybercrime Protection Act and Data Privacy Act.

“Susan”, as she is more commonly known, completed her primary and secondary education at the Poveda Learning Center. She obtained her degree in Linguistics at the University of the Philippines and took up post-graduate studies in business at the Ateneo Professional Schools.
